Monthly Report – An Overview of the Human Rights Situation in Iran in March-April 2016

HRANA News Agency – The Department of Statistics and Publications of the Human Rights Activists Association of Iran has published the following monthly report on the human rights situation in Iran during the period of March-April, 2016 (Persian calendar month of Farvardin, 1395). This report cannot perfectly and comprehensively reflect the details of human rights concerns in Iran for obvious reasons including the existing governmental limitations and ban on the free exchange of information. It should be noted that in addition to the monthly reports, the Department of Statistics and Publications of the Human Rights Activists Association of Iran publishes a comprehensive and analytical annual report at the end of each year.

An Analytical Overview on the Human Rights Situation in Iran March-April 2016

The systematic violation of human rights in Iran continued in the month of Farvardin of the Persian calendar year, 1395 (March-April, 2016). The violations of human rights continued in this month with 27 executions the provinces of Gilan, Southern Khorasan, Razavi Khorasan, West Azerbaijan, and Alborz.

Execution

Some of the most noted reports regarding the execution of prisoners in the month of Esfand included the execution of 7 prisoners in Rajayee-shahr prison; the execution of 7 male and female prisoners in the central prison of Birjand with charges of drug trafficking; the execution of 4 prisoners in the prison of Orumiah. Perhaps the most controversial case was the execution of Rashid Kouhi, who was convicted of Drug trafficking and condemned to death without of having a chance of appeal. These executions were covertly carried out without any media coverage.

In contrast to the executions, there were a few cases of pardon and forgiveness in this month when the families of victims exonerated the criminals including the pardon of a prisoner after 10 years, and pardon of 8 prisoners in the province of Golestan.

Religious and Ethnic Minorities

The violations of the religious and ethnic minorities’ rights continued in this month. The most significant of these cases were summoning Malek Mohammd Abadian to the office of Security and Intelligence of the Revolutionary Guard; the arrest of a number of Arab speaking citizens in Khuzestan; the arrest of Afshin Hussein-Panahi in the city of Dehlegan; lashing five ethnic rights’ activists in the city of Ardebil; the arrest of two brothers in Kurdistan; the arrest of an activist in Chabahr.

In this month, there was no significant news regarding the suppression of Baha’is and violation of their rights.

Regarding the violations of Sunni minorities’ rights, there were several reports including imposing limitations on having prayers and participating in Quran learning classes in Kurdistan, and the arrest of Sunni clergy in Mirjaveh because of publishing a few photos demonstrating the destruction of people’s homes.

Children

Regarding children’s rights, there were a couple of reports, the most notable of which were: six students being injured in a shooting field in Bojnourd; a girl marrying at the age of 14; 3126 students being deprived of proper education in Hamedan; and the most controversial report on the rape and murder of a six years old Afghan girl in Varamin.

Women

In the category of women rights, there were several reports of assaults against Iranian women who have been continuously suppressed and deprived of their rights. Some of the most notable reports on women rights violations in this month were acid-attack on a young girl in Tehran; five drug-addict women died at the street; limited job opportunity for female applicants; forbidding restaurant business nearby female schools; killing women because of online activities.

Labor rights

In this month, there were several reports related to the labors’ rights movements or violations of labor rights including the third session of the trial of the workers of Bafgh mine; dismissal of 150 mine workers in Tabas; the arrest of several employees of Cupper Complex of Meydouk; dismissal of 30 workers of a publishing company. Also, there were 13 reports of loss of lives at work.

Unions

In the field of trade union and union rights, there were a few reports in this month including shutting down businesses such as Toranjestan Sorous and an Air Traveling agency because of advertising music concert.

Health and Environment

In the field of health and environmental protection, there were a few reports mainly involving draught and air pollution including draught in seven provinces; potential environmental risks in Tehran resulting from Hoz-e-Sultan salt-lake; the dangerous level of dust particles in the province of Khuzestan; oil pollution in the Caspian sea.

Specific Attention to the Violation of Human Rights

In this section of this monthly report, we highlight the most controversial and publicly sensitive cases of violations of human rights in Iran in the month of Feb-Mar 2016. It is obvious that more attention does not necessarily indicate the magnitude of the violations of human rights in that specific category.

Some of the most noted reports in this month were the untold story of a victim of acid-attack case; the possibility of spreading the plague in the wildlife in Sorkhehesar; death in Behshahr as a result of FMD; strangled 10-year- boy in Kerman; the last news of an abandoned baby in a trash bag; complaint of a female host from National Radio and Television organization; bigamist shooting the family of his first wife; acid-attack in one of the streets of Tehran. Moreover, the rape and murder of a six years old Afghan girl in Varamin was one of the most notes human rights violations in the month of Farvardin.

The least underlined human rights violations

In contrast to the reports indicated in the previous section, many human rights reports received little or no attention from social media, bloggers, Internet activists, who are considered key contributors of the public opinion. It should be note that this unintentional or intentional negligence has resulted in further spread of human rights violations in Iran.

The least noted reports relevant to the violation of human rights include the execution of seven prisoners in Rajayee-Shar prison; cutting many threes in the historical Droos garden overnight; using newspaper as Band-Aid for cuts and injuries; kids abandoning school; steeling the health-care budget of thousands of young cancer patients; issuing retaliation decree following honor-killing; execution of three prisoners in Rasht; issuing four execution decree in the North Khorasan province; terror attack in front of a Sunni mosque in Khash.
