Ghezel Hesar Prison in Karaj: 17 Political Prisoners Remain in Solitary Confinement

HRANA – At least 17 political prisoners are being held in solitary confinement for the fifth consecutive day in Ghezel Hesar Prison in Karaj.

According to HRANA, these individuals continue to be held in solitary cells inside units 1 and 3 of Ghezel Hesar Prison: Sepehr Emamjomeh, Loqman Aminpour, Meysam Dehbanzadeh, Abolhassan Montazer, Ali Moezzi, Khosrow Rahnama, Hamzeh Savari, Asadollah Hadi, Reza Salmanzadeh, Reza Mohammad Hosseini, Mostafa Ramezani, Salaheddin Ziaei, Arsham Rezaei, Akbar Bagheri, Zartosht Ahmadi Ragheb, Ahmadreza Haeri, and Mohammad Shafiei.

On Saturday, July 26, a special unit of prison guards, accompanied by agents from the Ministry of Intelligence, raided the ward housing political prisoners in Ghezel Hesar Prison. During the operation, phone lines in the ward were cut, several inmates were reportedly beaten, and a number of political prisoners were forcibly transferred to solitary confinement.

In response, some of the affected prisoners have launched a hunger strike to protest what they describe as “systematic violence by security forces against political prisoners in Unit 4.” Their complete disconnection from families and external sources has severely limited access to information about their current conditions. HRANA continues to investigate and gather further details.

This violent crackdown appears to be an attempt to suppress resistance by prisoners opposing the transfer of political prisoner Saeed Masouri to Zahedan Prison, and the implementation of death sentences against political prisoners Behrooz Ehsani Eslamlou and Mehdi Hasani.

Prolonged solitary confinement—especially without access to communication, legal counsel, medical care, or visitation—is considered a form of psychological torture and violates the principles of the International Covenant on Civil and Political Rights and the “Nelson Mandela Rules” regarding the treatment of prisoners.

Four Prisoners Executed in Ghezel Hesar Prison

HRANA – On July 27, alongside the executions of political prisoners Behrooz Ehsani Eslamlou and Mehdi Hasani in Ghezel Hesar Prison in Karaj, two other inmates previously sentenced to death for murder were also executed.

HRANA has identified these two hanged prisoners as Saeed Kashani and Naser Nazari Tehrani.

According to information received by HRANA, Kashani and Nazari Tehrani had both been arrested on murder charges and sentenced to death by judicial authorities.

As of the time this report was compiled, the executions of these two individuals had not been officially announced by prison authorities or relevant institutions.

According to HRANA’s statistics, Ghezel Hesar Prison in Karaj carried out the highest number of executions among all Iranian prisons, with 150 inmates hanged. This figure has nearly doubled compared to the previous year — a deeply alarming increase that underscores the escalating use of capital punishment in Iran.

HRANA– On Sunday, July 27, the Judiciary’s Media Center announced the execution of Behrooz Ehsani Eslamlou and Mehdi Hasani, two political prisoners accused of baghi (armed rebellion). Their death sentences had previously been upheld by the Supreme Court of Iran.

Mizan described them as “operational members” of the Mojahedin-e Khalq Organization (MEK) and claimed they were involved in activities such as “establishing a safe house in Tehran, building and launching mortars, attacking public places, promoting the MEK’s agenda, damaging public property, and transmitting information and images to the group’s overseas contacts.”

Mehdi Hasani’s requests for retrial were rejected multiple times by the Supreme Court — the fourth and final rejection came recently. His third and second retrial requests were also denied earlier in the spring of 2025, with the first rejection occurring on February 23, 2025.

Similarly, Behrooz Ehsani Eslamlou’s retrial request was also rejected by Branch 39 of the Supreme Court in February 2025.

On January 26, 2025, Hasani and Ehsani Eslamlou, both sentenced to death, were transferred from Evin Prison to Ghezel Hesar Prison in Karaj under the pretext of medical treatment. Their executions were temporarily halted after their retrial requests were submitted and accepted for review by the Supreme Court.

In late September 2024, both men were tried at Branch 26 of the Tehran Revolutionary Court, presided over by Judge Iman Afshari. They were convicted of charges including baghi, moharebeh (enmity against God), efsad-e-fel-arz (corruption on Earth), collecting classified information, and collusion against national security. The court sentenced them to death, and the verdicts were later upheld by Iran’s highest judicial authority and communicated to their lawyers.

Their membership in the Mojahedin-e Khalq Organization was one of the primary bases for the charges.

Mehdi Hasani, aged around 48, was married and the father of two. He was arrested on September 9, 2022, while attempting to leave the country through Zanjan Province and was later transferred to Evin Prison. Behrooz Ehsani Eslamlou, 64 years old and a resident of Tehran, was arrested in December 2022 and also taken to Evin Prison.

HRANA News Agency – Amin Adel Ahmadian, attorney at law, has announced that the Supreme Court of Iran has rejected the second request for retrial filed on behalf of Mehdi Hasani (Hassani), a political prisoner sentenced to death.

Ahmadian stated that the Supreme Court’s Branch 29 rejected the second retrial request without even requesting the case file from Branch 26 of the Revolutionary Court. He also noted that no judicial body had allowed him access to the case documents.

Hassani’s first retrial request had previously been rejected by Branch 39 of the Supreme Court on February 24, 2024.

On January 26, 2025, Hassani and Behrooz Ehsani Eslamlou were transferred from Evin Prison to Ghezel Hesar Prison in Karaj under the pretext of receiving medical attention. Their executions were subsequently halted following the registration and temporary acceptance of their retrial requests by the Supreme Court.

In late September 2023, Mehdi Hassani and Behrouz Ehsani Eslamloo were tried in Branch 26 of the Tehran Revolutionary Court, presided over by Judge Iman Afshari. The court sentenced both men to death on charges including baghi (armed rebellion), moharebeh (enmity against God), spreading corruption on earth, gathering classified information, and collusion against national security. These verdicts were later upheld by Iran’s highest judicial authority and communicated to their lawyers.

Alleged membership in the People’s Mojahedin Organization of Iran (PMOI/MEK) is among the charges brought against them.

Mehdi Hassani, aged about 47, is married and the father of two. He was arrested on September 9, 2022, while attempting to leave the country and was later transferred to Evin Prison.

Supreme Court Rejects Retrial for Political Prisoners Behrooz Ehsani Eslamlou and Mehdi Hasani

HRANA News Agency – The Supreme Court’s Branch 39 has rejected the retrial request for political prisoners Behrooz Ehsani Eslamlou and Mehdi Hasani, who are currently held in Ghezel Hesar Prison in Karaj. The two were sentenced to death by Tehran’s Revolutionary Court in September 2024. Their executions had recently been halted following the Supreme Court’s acceptance of their lawyer’s retrial request.

According to information received by HRANA, Branch 39 of the Supreme Court has now denied their retrial. This decision was verbally communicated to Mehdi Hasani’s lawyer today.

On January 26, 2025, the two political prisoners were transferred from Evin Prison to Ghezel Hesar Prison under the pretext of medical treatment. Their executions had been temporarily suspended after their retrial request was officially submitted and accepted by the Supreme Court.

The two were sentenced to death in late September 2024 by Branch 26 of the Tehran Revolutionary Court, presided over by Judge Iman Afshari, on charges of “armed rebellion (baghi),” “enmity against God (moharebeh),” “spreading corruption on earth,” collecting classified information, and collusion against national security. Their alleged membership in the People’s Mojahedin Organization of Iran (MEK) was cited as evidence against them.

On Monday, November 28, 2022, Mr. Ehsani was arrested at his home in Tehran and transferred to Ward 209 of Evin Prison. Mr. Hasani was also arrested on September 9, 2022, while attempting to leave the country in Zanjan and was transferred to Evin Prison. Both individuals spent months in a state of uncertainty and incommunicado detention.

Behrooz Ehsani is 64 years old. Mehdi Hasani, aged around 48, is married and the father of two children. Before his arrest, he was active in the real estate sector.
