HRANA News Agency – Abbas Jafari Dolat Abadi reacted in a meeting with the deputy prosecutor of Tehran to HRANA’s report about Nader Dastanpoor’s death caused by tortures during detention and lack of medical care. He emphasized the need for detention sensitivity of the supervisors and while confirming the death of Dastanpoor in detention of Narmak police station, announced that the detention of suspects in police stations is “contrary to the principles” and it is necessary and also short-term. He said: “After being arrested, the inmate must be delivered to the prison.”
According to the report of Human Rights Activists News Agency (HRANA), in ISNA’s report of July 11 about session of the deputies of General and Revolutionary Court of Tehran, Jafari Dolat Abadi pointed also to the necessity of monitoring supervisors of detention.
He pointed to “recent incident that occurred in one of the police station which resulted in the death of one of the defendants” and said: “The death of a defendant in custody, must be announced immediately to the prosecutor. The inmate has died on June 16, 2016 in Narmak police station.”
However, Nader Dastanpoor’s family in describing the incident in an interview with HRANA by rejecting the speech of Chief of 127 Narmak police station, announced that Nader was beaten in their home at 1 pm on June 16, 2016 and his death was in detention on June 17, 2016.
Jafari Dolat Abadi continued: “Any sudden deaths, especially at an early age and also suspected in police centers and prisons must be addressed to the Criminal Court.”
Tehran prosecutor ignored the testimony of Dastanpoor family as well as local signatures related to “beating Nader Dastanpoor by batons and boots in his head and face at home in front of his father.”
Jafari Dolat Abadi stressed that the incidence of death in prisons or police stations, is contrary to the principles and stated: “This should be reflected immediately in Tehran Prosecutor and the written report must be submitted and the respective investigators must be present in the scene and investigate and then announce the issue to the Attorney General.”
He described other aspects of the incident, and said: “Regardless of the type of charge and positive evidences, the rights of the inmate must be taken into consideration in all respected cases, the judges should try to avoid infringement of the rights of the accused.”
He did not mention Mr. Torabiyan, chief of the 7th branch of zone 4 of investigations. According to Dastanpoor family, their son was sent to the 7th branch of zone 4 of investigations on June 17, but Mr. Torabiyan, head of the branch, despite the signs of a severe beaten on face of Nader Dastanpoor, instead of sending him to the hospital, sent him to the detention center of Narmak.
Mr. Jafari announced that the detention of suspects in police stations is “contrary to the principles” and that it was to be done only when necessary and also short-term, and said: “After being arrested, the inmate must be delivered to the prison.”
Jafari Dolat Abadi again emphasized the need for detention sensitivity of the supervisors and visiting these centers and providing legal training for police forces.
