Political Prisoner Shakila Monfared Sentenced to Prison and Flogging

Shakila Monfared, a political prisoner held in Evin Prison, has been sentenced to a total of seven years and seven months in prison and 10 lashes in connection with a new case recently opened against her during her imprisonment, according to a report by Emtedad.

Ali Sharifzadeh Ardakani, a lawyer, told Emtedad that Ms. Monfared was sentenced to six years and seven months in prison for the charge of “destroying public property” (breaking a glass table at District 8 Prosecutor’s Office) and one year in prison and 10 lashes for “disturbing public order and peace.”

This case against Shakila Monfared was initiated following a complaint by Ms. Shaqaqi, the Deputy Prosecutor. On July 24, 2024, an indictment was issued against this political prisoner by Tehran’s District 8 Prosecutor’s Office, charging her with destroying public property and disturbing public order and peace.

On June 26, 2024, while on medical furlough, Shakila Monfared was arrested and returned to Evin Prison after appearing at the District 8 Prosecutor’s Office for an extension of her furlough, despite her medical treatment being incomplete.

Ms. Monfared, aged around 31, a resident of Tehran, was initially arrested by security forces in Tehran on August 31, 2020, while leaving her home. After completing her interrogation at one of the IRGC’s detention centers, she was transferred to Evin Prison. Finally, on September 14, she was released on bail.

The court session for the joint case against Shakila Monfared and two others was held on January 20, 2021, in Branch 26 of the Tehran Revolutionary Court. After the session, Monfared was re-arrested by IRGC intelligence agents and taken back to prison.

Ultimately, Branch 26 of the Tehran Revolutionary Court, presided over by Judge Iman Afshari, sentenced her to six years of imprisonment and four months of compulsory labor in Ministry of Agriculture Jihad for charges of “propaganda against the regime” and blasphemy.” Branch 36 of the Tehran Appeals Court later reduced her sentence to four years and two months of definitive imprisonment.

In January 2022, Monfared was tried in Branch 26 of the Tehran Revolutionary Court for another case opened during her imprisonment. In June 2023, Branch 36 of the Tehran Appeals Court sentenced her to two years and eight months of imprisonment for “membership in anti-regime groups” and a fine for “spreading falsehoods.”

It should be noted that on June 6, 2023, Monfared faced new charges for “assembly and collusion to commit crimes against national security,” but this case was ultimately dismissed.

Additionally, in April of this year, Shakila Monfared was sentenced to twelve months of imprisonment, two years of exile, and additional punishments by Branch 36 of the Tehran Appeals Court for another case opened during her imprisonment.

 

Shakila Monfared Indicted for New Legal Case While Imprisoned

An indictment has been issued for Shakila Monfared, a political prisoner, regarding a new case opened against her during her imprisonment.

Based on information received by HRANA, Monfared faces a new case in prison filed by Ms. Shaghaghi, the Deputy Prosecutor. On Wednesday, July 24, the indictment for this political prisoner was issued by Tehran’s District 8 Prosecutor’s Office with charges of “destruction of public property and disrupting order.”

On June 26 of this year, while on medical leave, Shakila Monfared was arrested and transferred to Evin Prison after appearing at Tehran’s District 8 Prosecutor’s Office to extend her leave, despite her treatment being incomplete and her being subjected to physical assault.

Political Prisoner Shakila Monfared Receives Additional 12-Month Prison Term and Further Penalties on Appeal

The Appellate Court of Tehran has imposed an additional twelve-month prison sentence and other penalties on Shakila Monfared, a political prisoner currently held in Evin Prison. This decision stems from a legal case initiated while she was incarcerated.

Presided over by Judge Abbasali Hozan, Branch 36 of the Tehran Appellate Court found Monfared guilty of allegedly “spreading propaganda against the regime,” leading to a 12-month imprisonment. Additionally, she faces restrictions, including a ban on residing in Tehran and its surrounding provinces, prohibition from joining political or civil groups, and limitations on smartphone usage.

Initially sentenced to 15 months in prison by Branch 26 of the Tehran Revolutionary Court, Monfared’s appeal, along with her co-defendant Narge Mohammadi, was adjudicated in absentia in December. She was informed of the conviction on February 20, subsequent to the dismissal of her appeal request by the court.

This marks the third legal case resulting in a conviction that Monfared has encountered during her incarceration.

Monfared’s ordeal began on August 31, 2020, when security forces arrested her as she was leaving her home. She was transferred to one of the detention centers under the control of the IRGC in Tehran. After 14 days of detention, she was subsequently released on bail from Evin Prison.

Following that, Branch 26 of the Revolutionary Court of Tehran, presided over by Judge Iman Afshari, sentenced Monfared to six years in prison and four months of probation work in the Agricultural Jihad on charges of “propaganda against the regime” and “blasphemy.” This verdict was later reduced to four years and two months on appeal.

In January 2022, in a new legal case while imprisoned, Monfared received two years and eight months, this time for the charge of “membership in anti-regime groups” and paying a fine for “disseminating false information.”

It is worth noting that on June 6, 2023, once again, Monfared faced the charge of “assembly and collusion against national security,” and this time the case was closed after a while.

HRANA News Agency – International Women’s Day, celebrated annually on March 8th, is an opportunity to celebrate women’s achievements in various social, economic, cultural, and political arenas and to emphasize the importance of fighting for women’s rights and their irreplaceable role in society. In Iran, this day takes on added significance as Iranian women, despite facing numerous challenges, play a leading role in civil and social movements in the country and are at the forefront of the struggle for their rights. Women in Iran face gender discrimination, legal and social restrictions, and inequalities in career advancement and education, and yet, against all odds, they continue to fight.

In an effort to increase public awareness about the status of women, namely those women who are imprisoned in Iran owing of to their ideological, political, or religious beliefs, HRANA releases this report on the occasion of International Women’s Day. These women, active in defending human rights and equality, play a crucial role in the fight for justice. This day is a time to focus attention and strengthen global support for the struggles and challenges they face.

They stand not only for their own rights, but for the rights of all women, against oppression and discrimination in all forms.

The situation for women has been fraught with struggle.

From the pre-revolution era to the present, Iranian women have faced obstacles in social, economic, and legal sectors. While progress has been made in accessing education, and the workplace, for some, gender discrimination and legal restrictions related to marriage, divorce, custody, and inheritance to name a mere few hold women in unequal positions within society. These inequalities are enshrined into the law.

Well-known restrictions faced by women related to mandatory hijab can lead to fines, arrest, and severe punishments. Furthermore, these restrictions can limit a women’s access to jobs and social activities. A growing trend of civil activity and protest led by women 

In recent years, there has been an increase in civil activities and protests led by Iranian women. These movements, which are largely against mandatory hijab, see women demanding equality in law, and defend women’s rights in the workplace and in society. The movements reflect Iranian women’s efforts to take control, to fight back , and to achieve equal rights and combat gender discrimination for themselves, and for future generations of Iranian women.

These efforts have become particularly visible in light of the nationwide protests that began in September 2022 following the death of Mahsa Zhina Amini. Women played a key and leading role in these protests, becoming symbols of resistance against gender discrimination, human rights violations, and restrictions on freedom of expression. Their role in these movements is seen not only in Iran but also internationally as a turning point in the struggle for rights and freedoms. Call to Action on the Occassion of International Women’s Day 

HRA calls for the immediate and unconditional release of all women who are imprisoned solely on the basis of their beliefs, religions, political or social activities.

We urge Iranian authorities to respect their international obligations and to observe the fundamental rights of Iranian women, including, the right to due process and fair trial, the freedom of expression, freedom of assembly, and freedom of religion. Ensuring these fundamental rights is not only a step towards maintaining respect for human dignity but also lays the groundwork for progress within the country and the sustainable development of society.

In this context, the importance of international pressure and support for organizations fighting for women’s rights in Iran is more crucial than ever. The international community united with all human rights organizations must unanimously declare their support for imprisoned women and their struggles to obtain rights. There are a number of ways the international community can support imprisoned Iranian women, be it through diplomatic pressures, awareness campaigns, or direct assistance to Iranian human rights organizations working daily to advocate for women’s rights.

Every small action can be part of a larger wave that creates fundamental changes in society,  towards achieving a world where justice and equality are guaranteed for all, regardless of gender.

Political Prisoner Shakila Monfared Receives 15-Month Sentence and Additional Restrictions While Incarcerated

After her appeal was rejected, 30-year-old Shakilia Monfared was sentenced to a 15-month prison term and additional penalties in a legal case initiated during her incarceration. Monfared is currently serving her sentence in Evin Prison.

Charged with “propaganda against the regime,” Branch 26 of the Tehran Revolutionary Court, presided over by Judge Iman Afshari, sentenced Monfared to 15 months of imprisonment. Additionally, she faces a two-year travel ban, a prohibition from residing in Tehran and surrounding provinces, a ban from joining political/civil groups, and restrictions on using smartphones.

Confirmation of this conviction came from a source close to Monfared’s family who informed HRANA that the verdict against Monfared and her co-defendant, Narge Mohammadi, was issued in absentia in December. She was then notified about this conviction on February 20, after her appeal request was dismissed by the court.

Notably, this is the third legal case she has faced, resulting in a conviction during her incarceration.

Monfared’s ordeal began on August 31, 2020, when security forces arrested her as she was leaving her home. She was transferred to one of the detention centers under the control of the IRGC in Tehran. After 14 days of detention, she was subsequently released on bail from Evin Prison.

Following that, Branch 26 of the Revolutionary Court of Tehran, presided over by Judge Iman Afshari, sentenced Monfared to six years in prison and four months of probation work in the Agricultural Jihad on charges of “propaganda against the regime” and “blasphemy.” This verdict was later reduced to four years and two months on appeal.

In January 2022, in a new legal case while imprisoned, Monfared received two years and eight months, this time for the charge of “membership in anti-regime groups” and paying a fine for “disseminating false information.”

It is worth noting that on June 6, 2023, once again, Monfared faced the charge of “assembly and collusion against national security,” and this time the case was closed after a while.

Mohammad Abolhasani Sentenced to Four Years in Prison

The Tehran Revolutionary Court sentenced imprisoned civil rights activist Mohammad Abolhasani to four years in prison in a new legal case.

According to HRANA, the news agency of Human Rights Activists, civil rights activist Mohammad Abolhasani was sentenced to four years on the charge of “assembly and collusion.”

On August 24, 2022, Abolhasani was indicted on the charges of “propaganda against the regime” and “association with anti-regime media.”
 
It is the second time that Abolhasani has faced a new legal case during incarceration.

On June 13, 2019, security forces arrested Abolhasani. Tehran Revolutionary Court sentenced him to two years on the charge of “assembly and collusion against national security”. This verdict was later reduced to 18 months. For the charge of “spreading falsehood”, he was banned from leaving the country for two years and additional punishments.

While Abolhasani was serving his sentence, judicial authorities opened a new case against him and two other civil rights activists Arsham Rezai and Shakila Monfared. He was then sentenced to 15 months in prison on the charge of “propaganda against the regime”. In April 2021, he served his sentence and was released from Evin Prison. However, he had to provide bail for the new charge.

Imprisoned Mohammad Abolhasani Faces New Charges

Judicial authorities have indicted civil rights activist Mohammad Abolhasani on the charges of “propaganda against the regime,” and “association with anti-regime media”. Abolhasani is currently serving his sentence in Evin Prison.

According to HRANA, the news agency of Human Rights Activists, on August 24, 2022, the Evin prosecutor’s office indicted imprisoned civil rights activist Mohammad Abolhasani. This is the second time that he faces a new legal case during incarceration.

An informed source close to Abolhasani’s family told HRANA that there is concern that this new case has been opened to deter his release.  

On June 13, 2019, security forces arrested Abolhasani. Tehran Revolutionary Court sentenced him to two years on the charge of “assembly and collusion against national security”. This verdict was later reduced to 18 months. For the charge of “spreading falsehood”, he was banned from leaving the country for two years and additional punishments.

An Overview on Eleven Prisoner Hunger Strikes in Various Prisons

In recent weeks, at least 11 detained or imprisoned citizens went on hunger strike in various prisons in protest against a failure to address their concerns.

According to HRANA, the news agency of Human Rights Activists, at least eleven prisoners in various prisons across the country are on hunger strike.

This report outlines their latest conditions:

Zartosht Ahmadi Ragheb: On February 21, this civil activist was arrested at his house and transferred to Evin Prison. He has been on hunger strike since his arrest. On February 28, 2022, he was sent to a solitary confinement cell.

On March 2, he was transferred to the Greater Tehran Central Penitentiary, where prisoners of violent crimes are held. During the arrest, security agents searched his house and confiscated some of his personal belongings. Ragheb is a firefighter with 17 years of work experience who was fired from his job due to his civil activities.

Fariba Asadi: On February 27, this political prisoner went on hunger strike in Qarchak Prison following a quarrel and beating by a fellow inmate to protest against being held in the same ward as prisoners of violent crimes.

On January 3, she was arrested at her house and sent to Qarchak Prison in Varamin City to serve her sentence.

On December 12, 2021, she was summoned by the Executive Unit of the Qods Public and Revolutionary Court to endure her sentence. Earlier, along with three other defendants, she was sentenced to one year imprisonment on the charge of “propaganda against the regime.”

Arsham (Mahmood) Rezai: On February 7, the civil activist, who is jailed in Rajai Shahr Prison in Karaj City, went on hunger strike to protest against a failure to receive adequate medical treatment and refusal to grant him medical furlough. On February 27, the twenty-second day of his hunger strike, his weight had dropped to 52 kilograms and his blood pressure was critically low. He also suffers from a hiatal hernia, an Helicobacter pylori infection and a duodenal ulcer, which have worsened his health during the hunger strike.

Rezai was arrested on January 7, 2019 by security forces. On November 13 of that year, he was released on bail for 200 million tomans until the end of legal proceedings. On February 26, 2019, the Islamic Revolutionary Court sentenced Rezai, without informing his attorney that the court session was taking place, to eight years and six months imprisonment on charges of “propaganda against the regime”, “collusion against national security”, and “offensive statements against the supreme leader of Iran”. Per Article 134 of the Islamic Penal Code, the severest punishment of five years was enforceable. On January 20, the Revolutionary Court sentenced him to an additional 15 months in prison on new charges (which was later reduced to 11 months on appeal) and 4 months penal labor for the Ministry of Agriculture Jihad.

Mohammad Hooshangi: On February 23, Hooshangi went on hunger strike to protest his long-term detention in Urmia Prison. On March 7, he ended his hunger strike after prison officials promised to change bail from 7 billion to 2 billion tomans. In January of 2021, Hooshangi was arrested in Tehran and transferred to a detention centre at disposal of IRGC in Urmia City. Ultimately, after 7 months, he was relocated to Urmia Prison. He was charged with “membership in an anti-regime political groups”.

Ali Musa-Nejad Farkoosh: Since February 1, this civil activist, currently jailed in Rajai Shahr Prison in Karaj City, has been on hunger strike and refuses to take medicine as a way of demanding freedom for political prisoners and prisoners of conscience.

He suffers from diseases such as a hiatal gastric hernia and intestinal diverticulum. On February 27, after twenty-seven days on hunger strike, he had critically low blood pressure and an extreme weight loss of 13 kilograms.

He was granted medical furlough but was forced to return to prison on October 27, 2021 without completing treatment. Earlier, Forensic Medicine in Karaj City confirmed that he suffers from acute diseases that require surgery.

In June 2019, the Revolutionary Court of Tehran, headed by Judge Moghayeseh, sentenced Farkoosh to eight years in prison on charges of “assembly and collusion to act against national security”, “an offensive statement against the current and former supreme leaders of Iran” and “propaganda against the regime”. This verdict was upheld by Branch 36 of Tehran’s Court of Appeals. Per Article 134 of the Islamic Penal Code, the severest punishment of five years on the count of “assembly and collusion” is enforceable.

On November 29, 2020, he was sent to Rajai Shahr Prison to serve his sentence.

Ebrahim Seddigh Hamedani: On February 12, Hamedani went on hunger strike in Marivan Prison to protest against the relocation of him and his son to Sanandaj Prison. Earlier, on January 24, this political prisoner refused to take his medicine in protest, leading to severe hyperglycemia.

He and his son were transferred from Urmia Prison to Marivan and Kamyaran prisons, respectively.

On February 23, 2019, Hamedani was arrested alongside along his son Salar and daughter Maryam Seddigh. He was transferred to Urmia Central Prison on April 23, 2019. Maryam Seddigh Hamedani was released from prison on April 25, 2019.

Branch 2 of the Revolutionary Court of Urmia sentenced both men to 16 years imprisonment on charges such as “acting against national security through membership in an anti-regime organization” and “propaganda against the regime”.

In August of 2020, while serving their sentences, they were relocated to the detention centre of the Ministry of Intelligence in Urmia City and interrogated for allegedly spreading “propaganda against the regime inside prison”. Subsequently, a new legal case was opened against them and they were sentenced to an additional 11 months in prison.

Yousef Mehrad: The prisoner of conscience, who is jailed in Arak Prison, has been accused and condemned for blasphemy against the Prophet of Islam. On February 10, he went on hunger strike to protest the prohibition of phone calls. His latest condition since his hunger strike is unknown.

His lawyer, Mohammad Arman, announced that Mehrad has been sentenced to death for one charge and eight years in prison for the other by the Revolutionary Court of Arak. His court-appointed lawyer called the confirmation of this verdict by the Supreme Court unjust, and asserted that his client must be exonerated.

Previously, HRANA reported about this case, wherein two defendants, Sadrollah Fazeli Zare and Yousef Mehrad, were sentenced to death for “blasphemy against the Prophet of Islam” by Arak’s Revolutionary Court. In another trial, Mehrad was sentenced to 8 years in prison for “offensive statements against the current and formers supreme leader of Iran”.

On May 24, 2020, security forces arrested him at his house in Ardabil City. He was transferred to Arak Prison and was detained for two months in a solitary confinement cell. For eight months, he was not allowed to call his family and was denied family visitation. He is the father of three children.

Shakila Monfared: This political prisoner has been on hunger strike in Qarchak Prison in Varamin City since March 3.

She has gone on hunger strike to protest the housing of political prisoners in the same ward as prisoners of violent crime, the irresponsibility of prison officials towards her safety and a recent threat from a fellow inmates.

An informed source told HRANA that a prisoner of violent crimes threatened her with a sharpened piece of can and intended to injure her.

There is no further info about her condition since she was relocated to Ward 8 of the prison.

On August 31, 2020, security forces arrested Monfared while she was leaving her home. They transferred her to a detention centre at the disposal of the IRGC in Tehran. Reportedly, they did not have a warrant for this arrest.

On September 9 of last year, she was relocated to the quarantine section of the women’s ward of Evin Prison. On September 14, she was released on bail of 400 million tomans until the end of legal proceedings.

In January of this year, the joint court trial of Shakila Monfared, Arsham Rezaei, and Mohammad Abolhassani was held in Branch 26 of the Revolutionary Court of Tehran, presided over by Judge Iman Afshari. 27-year-old Monfared was sentenced to 6 years in prison and 4 months of probation work in the Agricultural Jihad on charges of “propaganda activities against the system” and “insulting the sanctities of Islam”.

In addition to the mentioned-above political prisoners and imprisoned civil activists, at least three other prisoners, Habibollah Miraki, Loghman Mamandi and Loghman Abdolllahzadeh, went on hunger strike in Kamyaran Prison to protest the refusal of prison officials to grant furlough. Abdolllahzadeh has been on hunger strike since last Sunday, and the first two prisoners since yesterday.

In Iran’s prisons, hunger strikes are common among prisoners despite causing long-term physical and mental impairment. Hunger strikes are used as a last resort to achieve urgent demands such as unlawful long-term detention without trials, violations of prisoners’ rights and infringement in due process.

Political Prisoner Shakila Monfared Goes on Hunger Strike in Qarchak Prison

On March 3, political prisoner Shakila Monfared went on a hunger strike in protest against the housing of political prisoners in the same ward as prisoners of violent crime, the irresponsibility of prison officials towards her safety and the recent threat from one of her fellow inmates.

According to HRANA, the news agency of Human Rights Activists, an informed source told HRANA that one of the prisoners of violent crimes threatened her with a sharpened piece of a can and intended to injure her.

In violation of prison rules, many political prisoners are housed in the same ward as prisoners of violent crimes, which make them subject to threats, battery and even murder.

On August 31, 2020, security forces arrested Monfared while she was leaving her home. They transferred her to a detention centre at the disposal of the IRGC in Tehran. Reportedly, they did not have a warrant for this arrest.

On September 9 of last year she was relocated to the quarantine section of the women’s ward of Evin Prison. On September 14, she was released on a bail of 400 million tomans until the end of legal proceedings.

Political prisoner Shakila Monfared was fined and sentenced to two years and eight months in prison on charges in a new case recently opened against her.

According to HRANA, the news agency of Human Rights Activists, the Branch 26 of the Revolutionary Court of Tehran Monfared to two years and eight months in prison and a 10 million toman fine.

While serving her prison sentence in Qarchak Prison in Varamin City, she faced a new case and was charged with “membership in one of the anti-regime groups and spreading lies”, for which she was respectively sentenced to two years and eight months in prison and paying a fine of 10 million.
