Shahab Mohammadian Arrested in Yasuj

On June 16, 202, Shahab Mohammadian, a resident of Yasuj, was arrested by security forces in this city and transferred to an unknown location.

Based on information received by HRANA, Mohammadian’s arrest took place on Sunday, June 16, by agents of the Ministry of Intelligence. Mohammadian is a relative of Kourosh Jalil, a detained citizen from Yasuj who is currently being held by the Ministry of Intelligence’s office in this city.

As of the time of this report, no information is available about the location where Shahab Mohammadian is being held or the reasons for his arrest.

Report on the Latest Situation of Workers’ Rights Advocate Mohammad Davari in Adelabad Prison, Shiraz

Mohammad Davari, a workers’ rights advocate is serving his sentence in Adelabad Prison, Shiraz. In a violation of prisoners’ rights, he has recently been denied access to phone calls to his family starting from Sunday, June 16.

A source close to Davari’s family confirmed this news to HRANA, saying: “Mr. Davari was transferred from solitary confinement to the judicial suite of Adelabad Prison, Shiraz today. At the same time, by the order of the prison supervising judge, he has been denied the ability to make phone calls to his family.”

Davari went on a hunger strike on June 8 in protest of his relocation to solitary confinement as a punitive measure.

Davari began serving his sentence on May 15 this year in Adelabad Prison, Shiraz.

Earlier in November of 2023, he was sentenced by Branch 1 of the Shiraz Revolutionary Court, presided over by Judge Seyed Mahmoud Sadati, to three years of imprisonment for the charge of “insulting the Supreme Leader of Iran”, a ban on leaving the country with passport cancellation, a ban on online activities, and mandatory residence in Bardsir, Kerman for two years. Additionally, for the charge of propaganda against the regime in favor of anti-regime groups, he was sentenced to one year and six months of imprisonment.

Under Article 134 of the Islamic Penal Code, the most severe punishment from multiple charges, which is three years of imprisonment, will be enforceable for him.

A source close to the Davari family told HRANA about the details of the court process: “The court did not cite any examples regarding the charge of “insulting the Supreme Leader of Iran” against the defendant. Furthermore, another part of his case concerning the charge of “disseminating falsehoods” is under review in the Shiraz Criminal Court.”

The hearing on Mohammad Davari’s charges was held in absentia on November 19, 2023, in this judicial body.

Mohammad Davari, aged around 30, holds a Bachelor’s degree in Civil Engineering from Azad University of Yasuj and is a Political Science undergraduate student at Golestan University of Shiraz. He has a history of arrest and conviction due to his activities.

 

Appellate Court Confirms Sentences for Three Baha’i Women in Shiraz

The Appellate Court of Fars Province has confirmed the five-year sentences and additional penalties for three Baha’i residents of Shiraz, Sahar Mohebpour, Roksana Vojdani, and Setareh Taami.

A source close to the families of the women informed HRANA that on June 5, Branch 37 of the Appellate Court, led by Judge Kamran Zareh, upheld the convictions. The charges include “assembly and collusion against national security” and “propaganda against the regime.” The women are sentenced to five years of house arrest, during which they must wear ankle monitors and are restricted to a 1-kilometer radius around their homes. Furthermore, they face a 15-year ban on social services, a two-year travel ban, and a two-year restriction on online activities.

In September 2023, the Ministry of Intelligence arrested these women along with another Baha’i woman, Bahraeh Ghaderi, in Shiraz. They were subsequently released on bail from Adelabad Prison, pending the outcome of their legal proceedings.

Baha’is are subjected to violations of their religious rights, comprising 82% of reports on infringements against religious minorities, according to HRA’s 2023 annual report.

The Baha’i faith is not recognized as a legitimate religion by Iranian authorities, leading to systematic and longstanding violations of the rights of Baha’is in the country. This includes the denial of their fundamental right to practice their religion, which constitutes a clear breach of both Article 18 of the Universal Declaration of Human Rights and Article 18 of the International Covenant on Civil and Political Rights. The United Nations covenant holds that every person has the right to freedom of religion, freedom of converting religion, as well as freedom of expression, individually or collectively; openly or secretly.

Reza Kosari in Extended Detention by Ministry of Intelligence in Mashhad

Reza Kosari, a Mashhad resident, has been detained for over four months at the Ministry of Intelligence’s detention center in Mashhad without a definitive legal status.

According to HRANA, Kosari was apprehended by intelligence agents in Mashhad in February 2024 and placed in solitary confinement. Since his arrest, he has managed only two brief phone calls and one face-to-face visit with his family.

A source close to Kosari’s family relayed to HRANA, “Mr. Kosari, a pharmacist with several pharmacies in Mashhad, had his premises searched by intelligence agents in January this year, allegedly for hoarding medication. His case was subsequently referred to a public court where he received a 30 million tomans fine for possession of some prohibited medications. It appears, however, that his arrest might be more connected to his support for political prisoners and for families of victims and the injured from the nationwide protests of 2022.”

Up to now, the specific accusations against Kosari remain undisclosed.

Sunni Cleric Besmellah Khogiani Arrested in Zahedan

On Saturday, June 8th, Besmellah Khogiani, a Sunni cleric, was detained by security forces in Zahedan and taken to an undisclosed location.

A source close to the cleric confirmed the arrest to HRANA, stating, “This Sunni cleric was arrested at his home by the agents from the Ministry of Intelligence on Saturday, and has been taken to an unknown location.”
The reasons for his arrest, the charges, and his whereabouts are unknown at the time of this writing.

Molavi Besmellah Khogiani, who serves as the Imam of Friday prayer at Siddiqi Mosque in Karimabad, Zahedan, has previously been arrested.

Hamideh Zeraei, Opponent of Mandatory Hijab, Begins Hunger Strike in Lakan Prison

Hamideh Zeraei, an opponent of compulsory hijab, has initiated a hunger strike to protest her continued detention in Lakan Prison, Rasht. She was detained on June 5 following a court appearance at Branch 13 of the Revolutionary Court in Rasht.

A source close to Ms. Zeraei’s family confirmed her hunger strike to HRANA, stating: “Hamideh had declared that if she was not released by Saturday, June 8, she would start a hunger strike. Today, when her sister attempted to visit her in Lakan Prison, officials barred the visit.”

Zeraei was initially arrested at her home on May 29, 2023, and taken to Kachooie Prison in Karaj.

On November 16, 2023, the First Branch of the Revolutionary Court in Karaj, led by Judge Musa Asaf Al-Hosseini, sentenced her to one year in prison, two years of exile to Rasht, a two-year travel ban, and a two-year ban from using social media. Following a plea of no contest, her prison term was reduced to nine months. Upon completing her sentence on February 22, 2024, she was released from Kachooie Prison and began her exile in Rasht.

Recently, Ms. Zeraei was summoned to Branch 13 of the Revolutionary Court in Rasht for further inquiries. Last Wednesday, after her court appearance, she was arrested and transferred to Lakan Prison.

The summons was related to her ongoing two-year exile term in Rasht, during which she was required to check in every three days at a local police station. Following several visits, the station’s officers demanded she wear a chador for her appearances—a condition Ms. Zeraei, who opposes mandatory hijab, refused. Subsequently, the police chief instructed her to cease her visits. This led to her being summoned to court once again after she failed to verify her continued residence in Rasht.

Previously, in 2022, Ms. Zeraei was arrested in connection with nationwide protests and was later released from Kachooie Prison on February 7, 2023, following an official pardon.

Execution of Inmate at Neyshabur Prison

On June 2, 2024, an inmate convicted of murder was executed at Neyshabur Prison, located in Razavi Khorasan Province, as reported by the Iran Human Rights Organization.

Iman Rezaiepour, a 40-year-old father of two, had been sentenced to death for murder three years prior. Previously, he had been placed in solitary confinement twice while awaiting execution, but he recevied a reprieve in order to get amnesty from the victim’s family, who demanded five billion tomans (approximately 100,000 dollars) as blood money to spare his life. However, he was unable to raise the required sum.

No official sources or domestic media outlets within the country have provided coverage of these executions at the time of writing. In 2023, 66% of HRANA’s reports on executions lacked official announcements by judicial authorities and went unreported by media inside Iran, highlighting a troubling lack of transparency in due process.

In 2023, the Department of Statistics and Publication of Human Rights Activists in Iran registered the execution of 767 individuals. Out of these, 7 were carried out in public. Among the executed individuals whose genders were identified, 21 were female. Additionally, 2 juvenile offenders, defined as individuals under the age of 18 at the time of their alleged crimes, were also executed.

Appellate Court Upholds Six-Month Sentence for Propaganda Charges

In Razavi Khorasan Province, the Appellate Court has confirmed a six-month prison sentence for Ali Pouyan Moghaddam, a resident of Sabzevar.

A family associate relayed to HRANA that the appellate decision upheld the initial ruling.
The Sabzevar Revolutionary Court, under the jurisdiction of Judge Gholami, had initially found Moghaddam guilty of “spreading propaganda against the regime.”

He was detained by security forces on May 4, 2023, and subsequently released on bail after 12 days, pending the outcome of his legal proceedings.

 

Overview of 21 Years of Security Crackdown on Dual and Foreign Nationals

Human Rights Activists in Iran have documented the arrest of 101 individuals with foreign or dual citizenship by Iranian security agencies since 2003. This analysis reveals significant flaws in the judicial system, highlighted by routine arbitrary detentions and the absence of fair legal processes.

Iran’s regime has consistently targeted dual and foreign nationals for political leverage, often accusing them of espionage or threatening national security, typically without credible evidence. HRANA has noted numerous instances of unfair trials, where proceedings occur in languages the accused do not understand, the denial of private legal representation, disproportionate sentencing, prolonged solitary confinement, and coercive interrogations leading to forced and sometimes televised confessions.

The UN Working Group on Arbitrary Detention has recognized that some detainees are specifically targeted due to their nationality or social status. Despite statements from the Ministry of Foreign Affairs in November 2021 promising safety for dual nationals visiting Iran, the continued detentions and the regime’s refusal to release current detainees convey a starkly opposite and discouraging reality. This inconsistency perpetuates fear and insecurity among Iranians holding dual citizenship.

There is a pressing need for sustained international pressure to secure the release of all detained dual and foreign nationals. The listed individuals, predominantly detained by the IRGC intelligence since 2003, include Americans, British, and Canadians, with some unfortunately never returning home, facing execution or death in custody. Meanwhile, others still await critical interventions.

Update on Sanaz Jahan Tigh’s Imprisonment in Tir Kala Prison, Sari

Sanaz Jahan Tigh, a political prisoner and one of the detainees during the nationwide protests of 2022, is currently serving a two-year and six-month sentence at Tir Kala Prison in Sari.

Jahan Tigh was detained by security forces in late August 2023 and subsequently sentenced on September 9, 2023, to two years and six months in prison by the Sari Revolutionary Court. The charges against her, as reported by HRANA, include “propaganda against the regime” and “insulting the Supreme Leader of Iran.”

During her arrest, security agents conducted a search of her residence, confiscating various personal items such as books and manuscripts.

Jahan Tigh, who is about 30 years old and hails from Ghaemshahr, has been arrested twice before for her involvement in the 2021 nationwide protests. She has previously spent time in detention facilities in both Sari and Ghaemshahr, released on bail each time.

Additionally, she had been arrested in connection with earlier protests in Khuzestan and subsequently released after securing bail.
