Three Prisoners Were Executed in Urmia and Zahedan

In the morning of December 3, 2019, two prisoners were executed in Urmia Prison. They were transferred to solidarity confinement cells a day before to get prepared for the execution. Morteza Ashrafi and Ali Mahmoudpour, prisoners of Urmia Prison, were sentenced to death earlier on the charge of murder. On the same day, a prisoner was executed in Zahedan Prison. Elyas Nooti Zehi, 27-year-old, was sentenced to death on the charge of murder three years ago. The news of these executions has not been published by the Iranian media yet.

From October 10, 2018, to October 8, 2019, the Iranian authorities issued death penalty sentence to 134 individuals and have already carried out 242 executions including 16 public executions.  At least five of the executed were juvenile offenders who were under the age of 18 at the time of committing the crime. Secret executions of prisoners reported by the independent sources and the human rights association indicate that 72% of executions are carried out in secret or without any public notice.

At Least Two Prisoners Were Prepared for Execution in Urmia Prison

On November 11, 2019, at least two prisoners of Urmia Prison were transferred to solidarity confinement cells to get prepared for execution. They were sentenced to death earlier due to their murder felonies. One of them was identified as Mehdi Mostafazadeh. If they fail to get the victims’ family’s consent, they will be executed in few days.

Four Prisoners Were Executed in Tabriz, Shiraz, Ardabil, and Borujerd

At least four prisoners were executed in Tabriz, Shiraz, Ardabil, and Borujerd. On November 4, 2019, a prisoner was executed in Adel Abad Prison in Shiraz. Hossein Asgari was arrested in 2016 and had been imprisoned on the charge of murder. In addition, on November 5, 2019, a prisoner was executed in Tabriz Prison. 30-year-old Mohammad Doosti was arrested in Maragheh five years ago and was sentenced to death on the charge of murder. The same day, a prisoner was executed in Ardabil Central Prison. He was sentenced to death earlier on the charge of murder on August 15, 2017. The 39-year-old prisoner confessed to murder and stated that the motive of the incident revolves around a personal conflict case.

Finally, in the morning of November 7, 2019, another prisoner was executed in Borujerd Central Prison. Karam Sadeghi was sentenced to death on the charge of murder. He had been in prison since 2015.

The news of Mohammad Doosti, Karam Sadeghi, and Hossein Asgari’s executions has not been published by the Iranian media yet.

World Day Against the Death Penalty: Annual Report on Execution in Iran-2019

Human Rights Activists News Agency (HRANA)- On the World Day Against the Death Penalty, the Center of Statistics of Human Rights Activists in Iran (HRAI) has published its annual report, in efforts to sensitize the public about the situation of the death penalty in Iran.

HRANA’s Statistics Center relies on the work of HRANA reporters, as well as a network of independent and verifiable sources. It also incorporates disclosures to the media by judicial authorities announcing or confirming prisoner executions, and as such is exposed to a margin of error representing efforts by the Iranian authorities to omit, conceal, or restrict the collection of such data.

From October 10, 2018, to October 8, 2019, the death penalty and executions have been the focus of 250 HRANA reports. Over this time period, the Iranian authorities issued the death penalty sentence to 134 individuals and have already carried out 242 executions including 16 public executions.

While execution numbers went down by 5.4% in comparison to the same time last year, Iranian courts have issued 47.6% less death sentences. Public hangings and executions of women have raised 6.6% and 140%, respectively.

Females account for only 12 of the 242 HRANA-confirmed execution victims this year. In addition, five juvenile offenders who were under the age of 18 when they allegedly committed the crime they were charged with, were executed.

The report includes a breakdown of executions by capital offense: 71% were charged with murder, 14% were charged with drug and narcotic offenses, 6% were charged with rape, 5% were charged with armed robbery/offenses classified as “corruption on earth”, 2% were charged with political or security-related offenses, and 2% had unknown charges.

The chart below displays execution numbers by their location in prison or public. According to statistics, 7% of the executions in Iran were carried out in public.

The chart below displays execution numbers by the province in which they took place. According to this chart, Alborz with 25% has the highest number of executions and West Azerbaijan 8% and Kerman 7% are second and third.

The chart below is a distribution of execution information sources. The chart indicates that 72% of HRANA-confirmed executions were not announced by the official Iranian sources. Undisclosed executions are referred to as “secret” executions.

Three Prisoners Were Executed in Urmia and Kashan

In the morning of July 21, 2019, a prisoner was executed in Kashan prison. The deputy prosecutor of the Revolutionary Court of Kashan, Rouhollah Dehghani, stated that in October 2018, the prisoner was fatally stabbed victim in a fight. After his arrest, he confessed to murder and having a relationship with the victim’s wife. The victim’s family requested death penalty for him and their daughter-in-law. He was sentenced to death by the court and the appeals court acknowledge it. After several meetings with the victim’s family, they refused to forgive. The victim’s wife was also sentenced to 25 years on the charge of ‘cooperated homicide’.”

In addition, in the morning of July 23, 2019, two female prisoners, Nazdar Vatankhah and Arasteh Rnjbar, who were sentenced to death earlier were executed in Urmia prison. They were transferred to the solidarity confinement a day before. They were granted one-month time to get the consent of the family of the victim but were unsuccessful. They were executed on Tuesday. Ranjbar was charged with murdering her husband and Vatankhah, Ranjbar’s sister-in-law, was charged with “cooperate homicide”. They had spent the last 15 years in prison prior to their execution. Ranjbar’s brother, Asghar Ranjbar, was executed in Urmia prison on a drug-related felony in 2017.

Finally, On July 24, 2019, at least two prisoners were transferred to solidarity confinement cells in Urmia prison to prepare for execution on the charge of murder. One of them was identified as Shahin Gholami. If they fail to get the victims’ family’s consent, they will be executed in few days.

According to the international organizations, Iran ranks first in the world in executions per capita. Based on 256 reports that have been registered by the Department of Statistics and Publication of Human Rights Activists Association in Iran, 195 death sentences and 236 people with death sentences were executed (including 13 executions in public) in Iran between January 1, 2018 and December 20, 2018. Six of them were juvenile offenders who were under the age of 18 at the time of committing the crime.

A Daily Overview of Human Rights Violations in Iran for December 26, 2018

The following is an overview of human rights violations in Iran on December 26th, 2018 based on the information compiled and verified by Human Rights Activists News Agency (HRANA).

(1) The forced closure of nine Baha’i-owned businesses in Omidiyeh which had shut their stores in honor of their religious holiday, are still going on after 23 days. According to the law, citizens may close their businesses for up to 15 days a year for no reason; however, this law is not applied to Baha’is.

(2) Five protests were organized on December 26, 2018. Members of the cooperative housing organization for employees of the Ministry of Agriculture-Jahad, workers of Damghan Agro-industry Company, families of arrested workers of National Steel Company of Ahvaz, workers of Mahabad municipality, and farmers in Isfahan expressed their demands in separate protests.

(3) Mohammad Hossein Sodagar, an Iranian Azerbaijani poet and journalist, was flogged 74 times in the city of Khoy. His charge was questioning Majid Moghaddam, a member of the city council about validity of his claimed degree.

(4) Two construction workers have been severely injured in Bushehr and Lorestan provinces because of unsafe labor practices.

(5) A woman was executed in Tehran. She was identified as Noushin, 25-years-old. She was accused of murdering a man, named Soheil, who repeatedly raped her and forced her into sex with his friends.

(6) The mayor of district 19 of Tehran has confirmed that more than 200 families still live in inactive old brick kilns in this area. These families do not have access to clean tap water, sewage, and natural gas for heating.

(7) Teachers’ Trade Association of Tehran condemned Mohammad Habibi’s sentence and requested a fair trial for syndicate activists. Habibi, the detained teacher’s rights activist, was sentenced to a ten-year prison term and 74 lashes.

(8) The chairman of Cultural Heritage, Handicrafts and Tourism Organization of Iran confirmed that the historical monuments in Tehran continue to be demolished for unauthorized construction, such as Nasirodolleh House, Zahiroleslam House, and Yazdgerd House.

(9) A political prisoner, Nasrollah Lashani, was beaten and insulted in front of his wife and his 8-years-old son during a family visit. Lashani is accused of ‘propaganda against the state’ and sentenced to six years in prison.

(10) Houshmand Alipour and Mohammad Ostadghader who are detained on the charge of ‘membership in a Kurdish opposition group’ were transferred from Saghez prison to Sanandaj for their court session.

(11) Reportedly, 108 workers of Mahshahr Pipe Industrial Company and 100 workers of Kavosh Pressure Vessel Manufacturer have been laid off. In addition, 120 workers of Kishwood Industries have unpaid wages.

(12) Due to death of Hashemi Shahroudi, the Chairman of the Expediency Discernment Council, all concerts are cancelled on this Wednesday, Thursday, and Friday. Today was announced as a national day of mourning.

(13) Mohammad Zamanzadeh, a Telegram activist, returned back to the Evin prison after a few days of furlough. He was sentenced to 12 years imprisonment for blasphemy-related charges.

(14) Ahmad Hajebi, an authority in the Ministry of Health announced that The most suicides which result in death are among 15- to 29-year-olds. Moreover, there are 2 million and 800 thousand addicted to drugs.

(15) Saeed Shirzad, a political prisoner in Rajai-Shahr prison, has been refused urgent medical care despite doctors requested his transfer to hospital for his severe kidneys failure. While the prosecutor’s office has assured that he would receive treatment, prison authorities have prevented this transfer.

(16) A 39-years-old prisoner who was accused of murdering his father-in-law, was spared from the hangman’s noose by the forgiveness of the next of kin in Babol.

(17) Leili Khatami’s, a children’s rights activist, was arrested on November 10th in Zahedan and her family still are not informed of her place of detention. She was charged with ‘espionage’.

(1) Four Workers Were Injured or Died in Their Workplaces

Inthe last two days, four workers were injured or died in their workplaces in Iran. Two workers who were 35 and 40 years old and citizens of Afghanistan, were injured in a construction incident in Tehran. According to Iranian Labor News Agency (ILNA), in Rasht, a 45 years old worker of a dairy company, died by electrical shock in the workplace. Moreover, Baloch activists campaign reported the death of a 35 years old construction worker in his workplace in Iranshahr.

(2) An Execution in Urmia

In the morning of December 10, 2018, a prisoner in Urmia prison was executed.Younes Azizi was transferred to a solitary confinement earlier. He was from Naqadeh a city in West Azerbaijan and was accused of drug crimes.

(3) Five Citizens Were Saved from Execution in Shushtar

Iranian Labor News Agency (ILNA) reported that five individuals who were arrested with a murder charge, finally were saved from execution in jail by the help of judicial authorities and victims’ families’ consent. They had spent the last 4 years waiting for the execution in prison. The murder took place in 2014 in a tribal fight. Four people died, and more than 40 people were injured in that incident in second district of Zouyie village which is in Shadravan district in Shushtar County in the Khuzestan province.

(4) The Businesses of 17 Baha’i Citizens Were Shut Down

The businesses of 17 Baha’i citizens were shut down in Kerman. Their appeal was rejected in the Administrative Justice court. They requested to cancel the minutes which was issued by the Governor General of Kerman. Due to the aforementioned minutes of limiting financial activities of Baha’i citizens,their businesses were shut down in 2016 because they closed their businesses temporarily for their religious rituals.

(5) The State’s Welfare Organization has requested to monitor Fashafoyeh prison.

Farid Baratisadeh, Deputy Director of Prevention state’s Welfare Organization has requested to monitor Fashafoyeh prison. He emphasized that although the supervising of the addicted facilities is included in the state’s Welfare Organization’s responsibility, but this organization never got the chance to supervise on Fashafoyeh prison.

(6) An activist in Adel Abad prison was deprived from getting pharmaceutical drug

Majid Azizi, a civil activist from Shiraz who is in Adel Abad prison was deprived from getting pharmaceutical drug by prison officials. His family are concerned about his health. On November 19, 2018 he was transferred to Adel Abad in Shiraz for his one-year imprisonment.

(7) Political Prisoners in Ardabil Prison Went on Strike

Political prisoners in Ardabil prison went on strike from December 9, 2018. They are protesting the transfer of an infected contagious prisoner to their prison without informing the other inmates, and the other limitations such as cutting off the phone in prison.

(8) Child Maltreatments in Mahabad and Harsin

The head of State Welfare Organization’s office of Harsin confirmed that a five-year-old girl who does not have any birth certificate and gathers garbage’s was transferred to the state Welfare office of this city. In another case in Mahabad, a six-year-old who had been abused by her mother and was hospitalized for her injuries, was transferred to the city’s State Welfare office. Mahabad and Harsin are in Azarbaijan and Kermanshah provinces.

(9) Atena Daemi’s open letter on Human Rights Violations in Gharchak Prison

Atena Daemi, an imprisoned activist wrote an open letter for international day of Human Right about human rights violations in Gharchak prison. She wrote about sanitary in this prison “there is not any spot clear from blood and vomit”. She also mentioned that the quality of water is low, there is no dental health, and prisoners’ hands and legs are swollen. Overall, there is a very limited access to the medical care and it would be humiliating and offensive.

Ghasem Shole Sa’adi and Arash Keykhosravi, attorney at laws were sentenced to six years in prison by branch 15 of Islamic Revolutionary Court.

Hamidreza Rahmati,a teacher activist, has ended his sit-in by the Shahreza’s Ministry of Education office. He was protesting the arrest of the teachers during teachers’ strikes since December 1st, 2018.

The 21st day of detention of Ismael Bakhshi, laborer activist and Sepideh Gholian, civil activist.  They were arrested in course of Haft Tappeh Sugarcane Agro-Business protests.

Arman Ghafouri, the resident of Marivan, was released on bail temporary on December 10, 2018. 

On Sunday, December 9th, the Human Right Committee of Lawyers, organized a conference for the international “Human Rights Day” which marks the 70th anniversary of the Universal Declaration of Human Rights with the subject of“celebrating the differences”. Mohammad Hashemi, Afshin Ala, Hatam Ghaderi and Saeed Madani were some of the lecturers of this conference.

(1) Executions in Urmia, Qazvin and Karaj

In the morning of December 9, 2018, a prisoner in Urmia prison was transferred to a solitary confinement until his execution. He was accused with drug crimes. Moreover, Qazvin prosecutor confirmed the execution of two prisoners in Karaj and Qazvin. He added that the person who was executed on December 9 was accused of rape and the other person who was accused of murder was executed on December 4th.

(2) Two Sunni Prisoners Were Released on Bail

Two Sunni prisoners were released on bail from Urmia prison on Sunday December 9, 2018. Rasoul Shaier and Abdolvahed Salamat, were released on bail after two-years imprisonment. They were sentenced to five years in prison by the branch 10 appeal court in West Azerbaijan. In addition, two citizens were released on bail in Kermanshah and Salas-e Babajani cities. The other four are still in prison. 30 years old Salar Ahmadi was released on a 300-million-Tomans[$25000] bail. He was arrested in late November. Ali Sohrabilak, a 29 years old physic student, was released on a 280-million-Tomans [$24000] bail. He was arrested by the intelligence department in October 14th and was accused of, “cooperation with a Kurdish opposition group”. Moreover, Fahimeh Zandi and Sahar Kazemi who were arrested earlier this month are still in prison.

(3) More Arrests Related to Chabahar Attack

The chief of police announced that 10 more people were arrested in Zahedan, in relation to the Chabahar attack. Baluch’s activists campaign reported that security officers attacked Adham Narani’s house in Kaffe Baluchi village in Sarbaz city and had beaten and arrested him and his guests. In addition, the intelligence officers arrested two citizens separately in their workplace in Sanandaj and transferred them to an unknown place. According to Kurdistan democracy and human right center on December 8th, Vahid Azimi and Habib Ahmadi were beaten and arrested for “cooperation with a Kurdish opposition group”.

(4) Highest Poverty Rate of the Rural Areas is in Three Provinces

The highest poverty rate in rural areas is in Kohkiluie and Boyerahmad, Ilam, and Sistan and Baluchestan provinces. The parliament research center reported that the caloric intake for 65 percent of the people who live in these provinces is less than 2100. In Kohkiluie and Boyerahmad, nutrition-based poverty is significant. The poverty rate for Kohkiluie and Boyerahmad’s urban area is 2.8 and for rural area is 2.1. The poverty rate in this province is 2.49. Moreover, the lowest poverty rates are in Tehran and Alborz provinces.

 (5) Jail Time and Lashes for Worker Protesters

15 workers of Ilam Petrochemical company were sentenced to imprisonment and lashes. Judiciary Office has sentenced 15 workers of Ilam Petrochemical company to imprisonment and lashes. They were charged with disturbing public order because of their participation in a protest which was organized in April.In addition, a financial criminal, Hamid Bagheri Darmani, was sentenced to death.10 more financially-related criminals were also sentenced to imprisonment and fines. The convicted names are reported as the following: Mohsen Ranjbar for bribery and corruption to seven year and half of imprisonment and 74 lashes, Manuchehr Pourfar and Esmaeil Nasrollahi to 10 years imprisonment, Mehdi Rezaie to three years imprisonment, Naser Habibinasab to one year imprisonment, AsgarBarati to five years imprisonment, Hossein Mansouri Ghiri and Mahmoud Pourmand to eight years imprisonment, Amir Kamali Sarvestani  and Mir Mohammad Akhoundzadeh, an Afghan citizen, to 20 years imprisonment and deportation. All the above were faced to criminal fines. The chairman of Samenolhojaj Financial institute was sentencedto 15 years in prison.

(6) Shirin Ebadi Wrote an Open Letter to the “Defender of Human Rights Center”

Shirin Ebadi who received the Nobel Prize for Peace, wrote an open letter to the “defender of human rights center” on Wednesday, December 5th. She requested Javid Rehman, United Nations special Rapporteur for human rights in Iran, to acquire all possible means to help releasing the workers in Iran.

(7) A Baluch Prisoner Was Transferred to Rajaie Shahr Prison in Karaj

MohammadSaleh Shahdadzehi, a Baluch prisoner, was transferred to Rajaie Shahr prison in Karaj. He was arrested by the intelligence officers in in Iranshahr city earlier in June 2017.  A person close to Shahdadzehi told that he was detained in the Intelligence Office’s detention center for 7 months and had been tortured to confess that he had killed a Basij member.

(8) 64 Workplace-related Deaths Were Reported in the Last Eight Months

In the last eight months, 64 workers have died in their workplaces in Mazandaran province. Ali Abbasi, the director of forensic medicine department of Mazandaran province confirmed that Sari with 10 deaths, Amol with 9 and Tonekabon with 8 deaths had the highest number of workplace-related deaths while Savadkuh county, Neka, and Jooybar and Galoogah counties had the lowest with one death. Moreover, a middle-aged worker in Mahabad city was killed because of falling from an elevator while two other workers were injured in a mine in Khorasan Razavi province.

(9) Delayed Paychecks and Layoffs in Three Businesses

55 workers of the social emergency unit of Golestan province Welfare Organization have not received their salaries from June.Also, the workers of Sanandaj municipality announced that their salaries payments are delayed and expressed their concerns. In addition, 30 workers of Sadid factory in Tehran were laid off.

(10) Setting the Court Session Date for Aryasb Bavand and Mahizadeh Poshtpanah

The second hearing session of the accusations of Aryasb Bavand, a political prisoner in ward 4 of Evin prison, and Mahizadeh Poshtpanah was held in the Branch 15 of Tehran Revolutionary Court, presided over by Judge Salavati. Bavand’s accusations are “Forming a group to act against the national security, propaganda against the regime and dissemination of falsehood”. He and Poshtpanah were arrestedwhen returning to Iran

(1) Two Citizens Were Saved from Execution

An individual who was arrested with a murder charge, finally was saved from execution in jail by the help of judicial authorities and victim’s family’s consent. This citizen had spent the last 17 years waiting for the execution in prison. The murder took place in 2001 in one of the villages of Sarab that is a city in East Azarbaijan province. In another case, a prisoner who was accused of murder and was sentenced to death, by the intercession of Imam of Friday prayers of Andimeshk and forgiveness of the next of kin, was saved from the gallows. Khodakaram Rahimi, the head of Andimeshk’s judiciary office said “we have 15 million cases in the judicial office and with the help of reconciliation committees, they are investigating precisely and quickly. Andimeshk is a city in Khuzestan province.

(2) An Execution in Bandar Abbas

Jamshid Agha Rahimi, a prisoner who was accused of murder was executed on December 4th,2018 in the Bandar Abbas central prison. An informed source said: Jamshid was a resident of Haji Abad. 15 days before his execution, he was transferred from Haji Abad to the Bandar Abbas prison. He was accused of murdering a man who harassed Jamshid’s sister in 2014. His execution has not been announced from Iran’s media yet.

(3) Security Agents Did not Allow People to Commemorate 20th Anniversary of Mohammad Mokhtari and Mohammad Ja’far Pouyandeh Murders

Earlier this week, Iranian Writers Association invited people to commemorate 20th anniversary of Mohammad Mokhtari and Mohammad Ja’far Pouyandeh murders in Emamzadeh Taher cemetery in Karaj in Alborz province. But today, security agents came to the cemetery and did not allow people to mark the anniversary of their deaths. Mohammad Mokhtari and Mohammad Ja’far Pouyandeh were among the victims of chain murders in Iran. The chain murders of Iran were the assassination in the string of disappearances and suspicious deaths of intellectuals and political figures in the second half of 1998. After Mokhtari was reported missing, the body of Mohammad Ja’far Puyandeh was found near Karaj. (4) Masoud Babapour Faced Prison

A political activist, Masoud Babapour, was sentenced to 13 years in prison and was banned from social rights for two years with the charges of propaganda against the regime and acting against the national security.
